Global market live today: I-Sec Oil & Gas Research – China begins consolidation of its refining & petchem sectors; can tighten global balance and boost margins
# As per recent news reports https://shorturl.at/lMqdc, China is looking to rationalize its downstream petroleum sector, with a plan to upgrade/phase out facilities over 20 years old—which make up approximately 40% of its refining capacity of ~18.2 mb/d as of now.
# Petrochina is already on the way, closing its 0.4mb/d Dalian refinery and planning to convert to a 0.2mb/d refinery and a 1.4mt Petchem complex in its place
# China was earlier forecast to expand capacity from 18.2mb/d to ~21mb/d by CY30- With this action and relying on earlier forecasts by Wood Mackenzie, 10% of this capacity may shut down, keeping net capacity down to ~19mb/d
# The Chinese govt is encouraging refineries to focus on specialty/fine chemicals used in artificial intelligence, biomedical devices, robotics, semiconductors, and alternative energy sectors—areas with healthier demand and prospects

# Globally, Wood Mackenzie estimates (see https://shorturl.at/sArXy ) ~20% of global refining capacity is at the risk of closure (21-22mb/d) – so this development syncs with global trends of smaller unprofitable refineries being squeezed out
# The emphasis on Specialty chemicals should help global Petchem balance, tightening demand supply and helping margins recover to somewhat more reasonable levels (current integrated margins at $450/t levels, well below $600/t needed to sustain profitability at historical levels)
# For Indian refiners and Petchem producers, any tightening of demand supply balance for either refining or Petchem, leading to better margins is a positive – Every $1/bbl improvement in GRMs boosts IOCL/BPCL/HPCL/RIL FY27E EPS by 4-12% while a $10/t boost to Petchem EBITDA margins can boost RIL FY27E EPS by 1.3%

Stock market live today: Indian refiners resume Russian crude oil imports amid wider discounts
Indian Oil Corporation (IOC) and Bharat Petroleum Corporation Limited (BPCL) have resumed purchasing Russian crude oil for September and October 2025 deliveries, driven by widened discounts of about $3 per barrel on Russia’s flagship Urals crude, according to Reuters. The refiners had paused imports in July 2025 due to narrower discounts and U.S. pressure, including a 25% tariff on Indian goods effective August 27, 2025. IOC has also purchased other Russian crude grades, such as Varandey and Siberian Light.
